The Board of Directors consists of
five members elected at large. They serve alternating four-year
terms. Directors are
responsible for establishing policies and guidelines that further the common
interests of the District as a whole. The Board shall act only by
ordinance, resolution, or motion passed by a majority of the Board.
All
legislative sessions of the board shall be public.

This motion gave the General Manager
or his designees the authority to terminate any employee (including
Firefighters) for any reason or no reason at all. For years it was
the Boards job to terminate employees.
The District has no appeals process
on the books that allows a terminated employee to state their case
for reinstatement.
