The Board of Directors consists of
five members elected at large. They serve alternating four-year
terms. Directors are
responsible for establishing policies and guidelines that further the common
interests of the District as a whole. The Board shall act only by
ordinance, resolution, or motion passed by a majority of the Board.
All
legislative sessions of the board shall be public.

After a noticed public hearing
(Proposition 218) the Board voted to double the sewer user fee over the
next 5 years.
EDITORS NOTE:
This fee increase is being disputed
for the fact that Health & Safety Codes
6520.5 & 5471
require that new or revised fees for sewer services must pass by a 2/3rd
vote of the Board (4 votes)

This motion was to transfer the
existing lease for Johnson's Landing from Neil Johnson to West Shores
Marina & RV Park, LLC.
EDITORS NOTE:
This lease transfer contract is
being disputed as for the fact that under Government Code
1090
a board cannot vote on any contract where any director is a party to the
contract whether or not that director refrains from participating and
voting on the contract. Director Rouhe is a principle partner of
West Shores Marina & RV Park, LLC.
The County of Imperial District
Attorney as well as the State Attorney General have been notified about
this criminal activity
