District Formation
In 1955, on the Western Shores of the Salton Sea, the east
three fifths of Section 9, Range 9 East, Township 9 South, was chartered
by the State of California as the Desert Shores Community Services
District. In 1957, M. Phillips and Holly Corporation of
Dallas, Texas began development of Salton City and needed a method of
control of services. So, rather than go through the legislative process of
forming a governing agency, they annexed a section of land along the
shoreline by tangent corners south to Salton City from the Desert Shores
Community Services District. The name subsequently changed to Salton
Community Services District.

On the Road to
Cityhood?
In November of 2006 the Local Agency Formation
Commission (LAFCO) approved a long awaited Service Area Plan (SAP) from
the Salton Community Services District (SCSD). This SAP in effect
increased the "Sphere of Influence" (SOI) of the district. The new
SOI stretches from the Riverside County Line at the northern boundary, to
Highway 78 at the southern boundary. To the west it abuts the San
Diego County Line stretching eastward to the shore of the Salton Sea.
If the residents ever voted to become a city these
would be the city limits.
