CORE MOTION 2006-9-1

A MOTION OF THE SALTON COMMUNITY SERVICES DISTRICT COMMUNITY RECREATIONAL COMMISSION (CORE) MAKING PARKS AND RECREATION RECOMMENDATIONS TO THE BOARD OF DIRECTORS

By this motion of the Salton Community Services District Community Recreational Commission (CORE), the following are CORE’s recommendations to the Board of Directors regarding parks and recreation:

1.   The Board of Directors should use the County of Imperial standard of 5 acres per 1000 residents in determining parkland / open space land requirements.   This would mean that Desert Shores would need 13 acres of parkland / open space at build out. It currently has 5 acres of parkland so the deficit under this standard is 8 acres.  Salton City currently has 113 acres available but under this standard it will need 227 acres leaving a deficit of 114 acres.   The combined total deficit for Desert Shores and Salton City would then be 122 acres.

2.   The board should take formal action to dedicate any available district owned land that is suitable for parks and open space.   After the land is dedicated signs could be placed on the individual parcels to inform the public of these future park sites.

3.   The board should use the recommendations of the National Recreation and Parks Association as pertains to the quantity of the different types of parks required as reflected on pages 3 and 4 of the Community Recreational Commission Report on Parks and Recreation.

4.   The board should direct CORE to report back to them on November 21st, 2006 on the costs of implementation associated with items 1 through 3 of this motion plus an estimate on the cost to rehabilitate and upgrade existing parks and recreation facilities within the district.   After the November 21st report the board should hold a study session(s) for the purpose of determining the districts’ monetary requirements as relates to the short term and long term parks and recreational needs of the community.

5.   The board should take full advantage of the information included in CORE’s “Community Recreational Commission Report on Parks and Recreation” as a tool in determining the present and future recreational needs of the community.
