Architectural Committee Meetings
The Architectural Committee meets the 2nd
and 4th Wednesdays of the month at 1:30p.m. at the District Office located at 2098
Frontage Road in Salton City for the purpose of architectural review
and approval of building projects within the district and to oversee
complaints about possible CC&R infractions.
The Architectural Committee
Per Board Resolution
2006-6-1, and consistent with
Voter approved Ordinance 85-4, each Director
appoints an architectural committee member for a 2 year term. The
Architectural Committee meets two times a month at a public housing that
falls under the Brown Act in regards to open government meetings.

Architectural Review
Before a county building permit can be issued an Architectural Review
application must be submitted approving the layout of your project as well
as the size and height of the building. Other issues such as State compliance of
any manufactured / mobile home to be installed is reviewed. Adherence to the
CC&R’s and other relevant regulations and ordinances are also taken into
consideration.
If you do not have a copy of your tracts CC&R's the district can provide
you one for the costs associated with pulling and copying the appropriate tract
file. This can be done at the district office at 2098 Frontage Road in
Salton City during normal business hours. Call (760) 394-4446 for more

An Architectural Review application can be picked up at the SCSD
office or online here. When submitting the application a $50 non-refundable fee is assessed.
You will also be required to submit a plot plan showing the layout of your
project when submitting the review application.
The County Building Department will not issue a building permit unless you
provide them with a copy of an Architectural Review Application that has been
approved by the Architectural Committee.

CC&R Enforcement
On August 15th, 2006 the Board of Directors of the Salton
Community Services District unanimously approved
Resolution 2006-6-1
(Barrett) which describes the duties of the Architectural Committee and its companion Motion (Palmer) describing the
CC&R
Investigators duties. This legislation is a result of months
of deliberations and over 8 hours of public study sessions. The end
product is based upon Resolution 85-4
which was voted on by the public back in 1985. 85-4 gave the
architectural committee powers of architectural review and gave the district
the power of CC&R enforcement. 2006-6-1 delegates CC&R enforcement to
the architectural committee.
2006-6-1 clearly defines what the
responsibilities of the Architectural Committee are, while the investigator
job description establishes that the investigator only documents a duly
received complaint of a possible CC&R violation. The
investigator does not determine if the complaint is valid or not, he/she
just documents site conditions and turns that information over to the
architectural committee whom then determines, at a public meeting, if a
violation actually exists. If it is deemed by the architectural
committee that a violation exists then the property owner is notified and
asked to correct the violation. The Investigator is strictly
forbidden from documenting or reporting anything that is not on the original
complaint form.
