Salton City Building Moratorium Lifted by J.F. McGuire
The Salton City Building moratorium that was put in place in April of 2007 has been lifted. Developers can once again obtain construction permits from the County of Imperial for projects within Salton City. The moratorium was put in place amidst concerns that the Salton City Sewer Treatment System was critically over capacity. At its' June 26th, 2007 Meeting the California Regional Water Quality Control Board finalized it's cease and desist order against the Salton Community Services Districts Salton City Sewage System. The cease and desist order contains timelines that the Salton Community Services District must abide by or face fines of up to $5,000 a day. Currently the SCSD is months behind the timeline schedule and as of now has not awarded a construction contract for the new sewer ponds which will be located 1 mile south of the current ponds. The cease and desist order mandated that this bid be awarded before October 15th, 2007. The order also contained findings that acknowledged that the Salton City Sewer Ponds were leaking sewage into the Arroyo Salada Wash. Despite this, SCSD Directors Shirley Palmer and Bob Butler, as well as General Manager Thomas Cannell and Assistant Manager Rosa Reagles have publicly denied that any such contamination exists.
