Salton City Building Moratorium Imposed

On April 4, 2007 the SCSD had a study session that addressed the sewage treatment situation in Salton City.  Present were SCSD Directors Barrett, Rouhe, and Butler and County Board of Supervisors District 4 member Gary Wyatt as well Jurg Heuberger of the Imperial County Planning and Development Services (ICPDS).

 

Under the authority of health and safety laws and because the SCSD does not currently have adequate capacity to provide sewer service to the current residents of Salton City, the County will no longer issue anymore building permits for Salton City until such time that the County has sufficient assurances from the SCSD and the Regional Water Quality Control Board (RWQCB) that the SCSD has added the required capacity.

 

The ICPDS will continue to inspect buildings that are currently permitted and under construction but will not issue Certificates of Occupancy until the SCSD has the capacity to service those buildings.  However the County in an effort to help as much as they can is looking into the possibility of allowing the building owner to install a temporary 1500 gallon plastic septic tank (with no leach lines) in order to provide sewer capacity to the building.  The owner would be required to show proof of a service contract with a waste hauler for regular waste removal.  This option is still in the planning stages and is subject to approval of the RWQCP as well as the Board of Supervisors. The ICPDS said they will work with all permittee’s (current) and their lending institutions to avoid financial issues, possibly by issuing Temporary Occupancy Permits.
